THis is really an insightful post, but in my view, backorering is a misused feature in OM, It is not a substitute of not picking. Ideally if the user does not want to pick those serial numbers, he should be doing a subinventory transfer to move the good back in to the same location. Physically also, the goods will have to move back . So Oracle process should mirror the actual business process.

For this I have tried running Create release program and also souring rule and source rule assignment. But it is not working. Cab u help please ??

Thanks for this post, it's clear and make sens with reference to bug numbers it's easy to follow the rest of the story.
Did you try picking rule with lot numbers. or you can choose to generate serial numbers at sales order at item level then in the OM > transactions> tools > serial number > you can choose your serial numbers.
I'm not sure, you have to tried.
